Other important contacts were: Frances Reynolds who was doing sociological work on the Omega Estate, Anne Power who was interested in the parallel roles of design and management. David Adams of the Greater London Council Housing Department, and Councillor Mrs Pat Kirwan and Ken Hackney, both of Westminster, who commissioned the first contract for a design-disadvantagement  survey, which led to the first decision to implement our findings.
